City Directives for SWIRP

Mayor Antonio Villaraigosa and the Los Angeles City Council have established several key goals in response to the growing challenges posed by global climate change.

Mayoral Directives:

  • Implement a Stakeholder-driven Solid Waste Integrated Resources Plan (SWIRP)
  • 70% Diversion by 2015
  • Convert Sanitation fleet to clean fuel by 2010
  • Alternative Technology facility operational by 2010

City Council and RENEW LA:

  • Establish RENEW LA Oversight Committee (2005)
  • Adopt RENEW LA Blueprint and Zero Waste Policy (2005)
  • Modify Zoning Code to allow Alternative Technology by right in M-2 and M-3 zones with conditions (2006)
  • Establish site areas for alternative technology in each of the Collection Districts (2005 – 2007)
  • Site and develop 1st and 2nd alternative technology facility (2005 – 2010)
  • Establish fund from Sunshine Canyon host fees for development of facilities that reduce landfilling (2006)
  • Implement recycling in 50% of the commercial sector (2006 – 2010)
  • Mandate time-certain reduction in City MSW disposed at Sunshine Canyon (2006)
  • Expand Multi-Family Recycling to 50% of the City (2006 – 2010)
  • Establish City tax breaks for Zero Waste and new re-manufacturing companies (2005 – 2010)
  • Establish a green energy producer bonus from DWP (2006)
  • Add residential foodwaste to the green can program (2006)

Collection Districts (2005 – 2007)

  • Site and develop 1st and 2nd alternative technology facility (2005 – 2010)
  • Establish fund from Sunshine Canyon host fees for development of facilities that reduce land filling (2006)
  • Implement recycling in 50% of the commercial sector (2006 – 2010)
  • Mandate time-certain reduction in City MSW disposed at Sunshine Canyon (2006)
  • Expand Multi-Family Recycling to 50% of the City (2006 – 2010)
  • Establish City tax breaks for Zero Waste and new remanufacturing companies (2005 – 2010)
  • Establish a green energy producer bonus from DPW (2006)
